Eileen O'Neill as "Millie Second..."
Thanks to Starman* for the large vidcaps...

pieces of eye candy doled out by the series. Her character is so ancillary
that when Clock King and his henchmen leave for a caper, he tells Millie
that she can be a “great help” to him. By doing what? “Stay here and keep
your eyes open, but stay out of sight.” She replies, “Oh, I’ll certainly
try. If I can remember all that.” And while the micro-mini is certainly very
sixties, and shows off her terrific legs quite well, it doesn’t really fit
with the clock theme. The only nod to her villain’s name are ridiculously
cheesy earrings with clock faces on them that seem to have been purchased at
the Gotham City bargain bin for molls and HenchGirls."
